This UNDP'sguideline deals with the institutionalization of disaster risk management in Timor Leste. The Council of Ministers intended to create an institutional system enabling to reach vulnerable communities and also decentralize action. Three main results may be observed : the National Disaster Operational Center is strenghtened and present in two new Timorian districs, the communication is therefore reinforced and it is a way to sustain the development of disaster risk management in the country through media.
