This paper has been prepared, following the request of the Working Group ofthe Inter-Agency Standing Committee (IASC)5, with the overall goal of enhancing theunderstanding of civil-military relations, including the difficulties and limitations of suchrelations. While numerous complicated questions arise out of this relationship, whatremains vital for the humanitarian community is to develop a clear awareness of the nature of this relation, as well as a common understanding on when and how as well as how not tocoordinate with the military in fulfilling humanitarian objectives.
