This guidance note is designed to reinforce the way in which UNICEF countryoffices address juvenile justice system reforms, in line with international standardson juvenile justice and in the broader framework of: National and sector-wide reforms, in particular those relating to thepolice, the legislative and judicial spheres, social work, correctionalfacilities, and the establishment of alternatives to detention and nationalhuman rights mechanisms to which children have access; andChild-friendly justice principles enunciated in the UN Approach toJustice for Children and draft Council of Europe Guidelines on child-friendly justice.
