The need to integrate risk reduction with development aid is generally acknowledged, but little work has been undertaken to identify how to do so. Related operational tools are also frequently unavailable. This report provides an operational framework for implementing organisations working in human settlements to integrate risk reduction into their work. The framework applies to a variety of cultural and geographical contexts and it is relevant to all types of natural hazards and all types of disasters. The framework also offers more specific and detailed guidance for organisations engaged in social housing and settlement planning. International organisations' support of risk reduction integration is discussed along with the main challenges and obstacles in this task.
