Not only does it cover virtually all major health issues, it is relevant in practically all settings where UNHCR operates in low-income, middle-income and high-income countries. The focus of this strategy is on refugees, but in some contexts may apply or be adapted to asylum-seekers, stateless persons, internally displaced persons and in returnee settings. The proportion of these persons of concern and decisions on levels of assistance varies according to the country in question and the general context.
