This case study reviews a participatory action research project, ˜Building in Partnership: Participatory Urban Planning' (BiP: PUP), implemented by the international non- governmental organisation (NGO) Intermediate Technology Development Group (ITDG)1 in Kitale, a rapidly growing secondary town in Kenya. 2 The project sought to address some of the above-mentioned problems, which Kitale, like many other developing country cities and towns, is experiencing.
