Following the 17 August 1999 earthquake in Western Turkey, approximately 120, 000 people needed to be housed in transitional shelters. This document details a project to construct and deliver shelters. The project was completed in cooperation with the Turkish authorities who provided sites, site preparation, and the construction and installation of other settlement infrastructure. The method, concept, and implementation of constructing and delivering shelters are discussed along with details of specific settlements and lessons learned. After another earthquake on 12 November 1999, the project was extended to cover those shelter needs.
