Service Availability Mapping (SAM) in Uganda was conducted by Uganda's Ministry of Health(MoH) resource centre and the World Health Organization (WHO) in March 2004. The goal wasto collect information on the availability and distribution of key health services by interviewing thedistrict director of health services and his/her team in all 56 districts. SAM provided baselinemonitoring information for the scale-up of key HIV/AIDS-related services such as antiretroviraltherapy (ART), prevention of mother-to-child transmission (PMTCT) of HIV, and counselling andHIV testing.
