The speakers described the Cluster system as part of a reshaping process of the humanitarian sector.  One intention of this process was to improve preparedness and predictability. UNHCR is to lead the Emergency Shelter Cluster in the area of conflict generated IDPs while the IFRC is the convener of Emergency Shelter Cluster in natural disasters.

The need for the cluster to reach stakeholders external to the cluster was stressed and  a call was made for an increased NGO participation.
