The longer and more costly work of disaster recovery is seldom accorded the same degree of supporting assistance, even though it may determine the future well-being of a community for years into the future. Beyond the reconstruction of physical infrastructure, efforts to restore individual livelihoods show that the more challenging demands of true recovery are too often left to the concerns of local government officials and the shaken, but invariably determined population.
