Assessment is a vital element of the programme-planning process. Assessment provides the information on which decisions will be made. Whilst good information does not guarantee a good programme, poor information almost certainly guarantees a bad one. These guidelines provide advice on the organisation of emergency assessments. The order of the chapters is roughly equivalent to the order in which tasks are carried out in a real assessment - planning, fieldwork, analysis and reporting.
