This report analyzis the Kabul Area Shelter and Settlement (KASS) Project, which was designed to provide shelters in an urban environment. This Guide seeks to provide the reader with an understanding of the importance of integrated shelter-led humanitarian intervention, and the associated issues. The guide is in two parts: Part One describes and analyses the relevant general issues affecting Shelter Led Interventions (SLI). Part Two details the KASS Project: the design, implementation and lessons learned.
