The marginalization of these minorities is evident in almost all civil and military institutions
though for the purposes of this paper the core issues are those that revolve around the deprivation
of these groups of the exercise of their right to equal participation in the electoral process. Within
the context of this framework, this report will endeavour to: a) identify minority groups within
Pakistan, b) enumerate the issues surrounding fair and inclusive electoral processes by providing
examples of cases over the past year, and c) ascertain what needs to change in order to promote
full electoral rights for minorities.
