It examines the political, economic and legal issues of land and tenure reforms, and highlights the importance of developing and consolidating a solid and flexible legal institutional framework that strengthens security of tenure and legal transfer of land. It treats the development of tenure systems in the post FTLRP era as an experimental and ongoing process which requires learning and change to suit evolving conditions.
