Plenty is known about the capacity of people and their organisations to create and improve their own shelter. Much less is known about the links between government and commercial private interests. These links and partnerships form the focus of this report, which analyses a range of partnerships across a broad spectrum of countries and in different aspects of the shelter process. Three detailed case studies are covered - Canada, Turkey, and the Philippines - but many more examples are taken from the literature. Conclusions cover the factors underlying effective partnership and the potential of different kinds of partnership in the implementation of enabling shelter strategies.
