The presentation offers a case study from Vietnam, where annual flooding in the Mekong delta caused damage to one million homes. The case study illustrates how, instead of makeshift repairs using plastic sheeting, longer term building techniques were supported in partnership with the local government. The long term effects presented included improved land rights and provision of public services, more business opportunities and greater access to credit. This provided evidence that, with forward thinking, a positive long term impact can be achieved from decisions made quickly in a relief situation.
