This paper highlights the immediate concerns for the humanitarian shelter and settlement sector. This paper discusses the need for a comprehensive shelter strategy, either at a national or local level. This plan should include multiple proven sheltering options, including host family support, cash programming, rental support and livelihood programs that assist rebuilding. The local municipalities lack the technical support to address these mitigation challenges.
