Albania: Rehabilitation and extension of buildings to accommodate refugees from Kosovo

In 1998, many Kosovar refugees found accommodation in Albania. This document describes one project to provide winterised shelter for them by rehabilitating or extending unused public buildings to make them habitable. Five properties were converted to house 4, 000 refugees. Two had been completed when the 1999 attacks by NATO on Kosovo and Serbia led to many more refugees. The buildings had to house many more refugees than had been planned. Following NATOÂ’s bombing, the Kosovars soon returned to Kosovo and the completed buildings were handed over to Albania.
