The search for durable solutions to the plight of refugees and other displaced people lies at the heart of UNHCR's work. Echoing this, in December 2008 the High Commissioner's Dialogue on Protection Challenges called for international solidarity to resolve seemingly intractable problems in a number ofprotracted refugee situations. For its part, UNHCR has worked with governments and other actors to improve the well-being of displaced people, create conditions conducive to their return, and persuade States to put the needs of the displaced among their development priorities.
