The presence of 350, 000 refugees and 200, 000 IDPs is an additional burden for the state and its services. Therefore the health care system is in a very precarious situation. Urgent and necessary investments are not possible because of the limited state budget. This situation is even worse in the poorest corner of the country, in the south eastern border area of Serbia where most basic health services are no longer always provided. Lack of finance and poor maintenance during decades are the reasons why the health care facilities in this area are generally in a very bad condition. Shortage of equipment, medication and drugs are therefore sometimes becoming life threatening. The Ambulantas as the lowest level of health care do not get particular attention, despite the fact that they should provide the population with the basic medical services.
