PASSA is a participatory method of awareness-raising around safe shelters. Its purpose is to provide communities with tools for improving their living environments, offering a step-by-step method for building safer housing. It was developed by the International Federation of Red Cross and Red Crescent Societies and the British Red Cross, and has been tested in Uganda, Bangladesh and Haiti.
