The Library includes innovative features:</p> <p>user-upload, in any language, real-time; and user-generated libraries, similar to ‘playlists’, to support specific topics, operations and training.<br />The Library will be modified heavily from the Beta version following invaluable feedback from our Regional Advisory Group members. RAG members play the key role in uploading content and promoting the Library within their professional networks.</p> <p>In November, we will also be holding meetings in Asia and possibly Africa or the Middle East, in order to introduce the innovative features of the library and elicit further content in national languages, increasing the visibility of those agencies. If your regional and national offices might be interested in participating in these meetings or in joining our Regional Advisory Groups, please email <a href="mailto:[email protected]">[email protected]</a> or contact us at the meeting in October.</p> <p>To-date, over 1,000 new documents have been identified from the 30 countries at most risk worldwide, including a significant proportion in national languages, adding to the thousands of documents on the current library. We are exploring with partners extending the new Library to all sectors, as a global humanitarian library.</p>

It is an opportunity to share pragmatic and technical learnings and support consensus on policy, standards, specifications and operating procedures. It is a non-partisan, non-judgmental forum to discuss the successes and challenges presented in the shelter and settlement field, by humanitarian actors from all sectors. </p> <p>Shelter Centre welcomes participants from all governments, donors, NGOs, members of the Red Cross Movement, International Organisations and UN bodies, independent humanitarian shelter specialists, not-for-profit academic and independent research bodies, think tanks and professional bodies.</p> <p>SM13a was co-hosted by UN-Habitat and Habitat for Humanity International.</p> <p>SM13a had 69 participants attending in-person and 47 participants registered online, representing 68 organisations. Presenters joined us online from Thailand to South Sudan to the United States.  </p> <p><strong>Theme of SM13a: Shelter & Settlement Reconstruction and Recovery from Day 1</strong></p> <p>Whilst life saving interventions are underway following a disaster, it is said that reconstruction starts on day 1. Whether this is the activities of the affected population, or relief and recovery decisions which later affect reconstruction, or interventions which lead to creating a platform for reconstruction – how are humanitarian shelter actors supporting this process.</p> <p>Shelter Meeting 13a aim was to explore and highlight initiatives, good practice projects and guidance which promote recovery and reconstruction from day 1; as well as discuss the challenges we face in doing so. "> </p> <p style="text-align: justify; "><strong>Tuesday </strong>included presentations by the IFRC on their newly launched catalogue, “Transitional Shelters – Eight designs” and by Shelter Centre on their “Transitional Shelter Guidelines”.  These informed breakout groups on transitional approaches during the afternoon.  The day concluded with a live demonstration of a safe and efficient stove provided by the Women’s Refugee Commission.</p> <p style="text-align: justify; "><strong>Wednesday </strong>featured updates from four IASC clusters and an overview of all cluster activities by Niels Scott of OCHA.  The breakout groups on Wednesday focused on the flooding faced by Bangkok, with participants trying to decide how a response would best be prioritised.  In the afternoon UNICEF presented simultaneously from Nairobi and New York on temporary learning spaces.</p> <p p="" style="text-align: justify; Presentations to the plenary resulted in productive and creative solutions to overcome regulatory barriers.</p> <p><strong>Friday's presenation</strong>s continued to follow the SM11a theme of “Agreeing a  Recovery Plan,”  featuring presentations on <b>i</b>ncluded those led  by the Hossein Kalali and Angela Arenas. The UNDP representatives spoke about  Community Level Infrastructure and Pre-disaster Recovery  Planning, respectively.  These presentations were followed by constructive break out group discussions.</p> <p>Isabelle  Demuyser-Boucher, representing UN/OCHA, made  an  announcement on the Timber Guidelines publication,  and  David Sacca and Vidar Glette gave a substantive and  well-recieved presentation on handicapped accessibility in  emergency and post-disaster situations.  </p> <p><i><strong style="text-align: justify; The forum offered a sustainable opportunity for international humanitarian organisations to engage with world leading private construction sector capacity. This regular forum was launched to discuss practical issues such as:</p> <p>1.  promoting collaboration between the private construction and humanitarian sector<br />2.  facilitating the contracting of private construction sector capacity by international humanitarian organisations<br />3.  recognition of private construction sector capabilities, resources and development potential within the humanitarian sector<br />4.  encouraging dialogue, indication of general consensuses and mapping of future engagement options</p> <p>Development of this forum has been demand led, following discussions at Shelter Meetings 9b and 10a, where a requirement was recognised for a regular forum in which private sector capacity can discuss with the humanitarian shelter community common priorities to promote collaboration.</p> <p><strong><br />Feedback Shelter Partners Forum<br /></strong></p> <p>Shelter Partners feedback has been positive with 86% of the participants likely to continue attending the Forum and the remaining 14% contitionally interested. Shelter Centre and manufacturers will present progress on the test regime and winterisation options at SM10b and finalise the test regime and standards by SM11a. The deadline for comments is Wednesday, 27th May, 2009, after which the final guildelines will be published, and available on <a href="http://www.proactnetwork.org/" target="_blank">www.proactnetwork.org</a> and <a href="http://old.sheltercentre.org/" target="_blank">www.sheltercentre.org</a>.</p> <h3><b>Projects under review:</b></h3> <p>-<b> World Bank handbook on reconstruction<br /> </b>Progress was made towards harmonising the guiding principles in the forthcoming World Bank <a href="http://old.sheltercentre.org/Handbook%20Post%20Disaster%20Housing%20and%20Community%20Reconstruction" target="_blank">handbook</a> on reconstruction and the OCHA/Shelter Centre transitional settlement and reconstruction <a href="http://old.sheltercentre.org/tsar/guidelines" target="_blank">guidelines</a></p> <p>-<b> Transitional settlement and reconstruction guidelines<br /> </b>Support was given to the six category terms for transitional reconstruction for non-displaced populations and for expanded inclusion of assistance methods in the final version of the transitional settlement and reconstruction <a href="http://old.sheltercentre.org/tsar/guidelines" target="_blank">guidelines</a>.
