Per ADS Chapter 303, the closeout of a grant or cooperative agreement is defined as œthe process bywhich AID determines that all applicable administrative actions and all required work of the grant orcooperative agreement have been completed by the recipient and AID. . . ". The closeout of Title II activitiescan be a lengthy process, and largely depends on the quality of Cooperating Sponsor (CS) programplanning and management over the life of the activity.
Accordingly, in order to both update andstreamline the closeout process for Title II programs, Food for Peace is reissuing its Closeout PlanGuidance of 1996. This guidance applies to all Closeout Plans and closeouts for programs expiring on or after October 1, 2008, unless and until a program extension or new program has been officially approvedin writing by USAID.
