Presentation made at the Global Dialogue on Wenchuan Earthquake and Response, Chengdu, November 12, 2008. Discusses Principal Ye Zhiping and the retrofit of Sangzao Middle School in Anxian county Mianyang city. Knowing the risk, identifying structural weakness, retrofitting buildings for seismic resilience, planning evacuation and safety procedures, education students and teachers in school safety and conduction evacuation drills on a regular basis made the difference between life and death. Capacity-building with public education, top-down and bottom-up approaches are advocated.
