The speaker described the role of early recovery. The speaker stressed the need to start early recovery in parallel with relief operations, presenting them as complementary ways of assisting a disaster affected population. Institutional, environmental, economical, social and physical recovery were introduced as vital at an early stage in determining the future development and community reconstruction. Angelika Planitz, Disaster Programme Specialist for UNDP/BCPR, presented the role of UNDP within the IASC Early Recovery Cluster during the emergency response to the 2005 South Asia earthquake.
