Rick Bauer of Oxfam GB outlined the importance of understanding the role of local markets in shelter recovery. EMMA was introduced as an assessment tool that can be used in shelter recovery to inform early decisions about the possibility of using cash, help identify opportunities and actions needed to restore or rehabilitate critical market systems and to track the impact of a crisis and humanitarian interventions on critical markets.
