Coordination of international humanitarian assistance in tsunami-affected countries: Evaluation findings, Indonesia

This report reviews coordination of the response in Indonesia to the 26
December 2004 tsunamis. The main elements and interventions that
fostered disaster management in a coordinated fashion are described.
The report has two sections covering two phases of the response: (i)
emergency phase and (ii) recovery and rehabilitation phase. Issues
examined are national and international agency coordination,
civil-military coordination, coverage of sectors and regions,
transparency, and accountability.
