The Shelter Cluster in the Philippines developed the Recovery Shelter Guidelines from mid-March in collaboration with Shelter Partners active in the Haiyan affected areas. The development of this document went through a consultative and iterative process which enable the cluster to promote equity and minimum standard across shelter implementing agencies. It provided agencies with a strategic document and enable them to develop, refine and adapt their shelter programmes accordingly. This document became the baseline for the Shelter Cluster's technical clinics, and other technical advice and recommendations provided to shelter agencies throughout the response.
