This technical brief looks at the role of contigency planning and emergency preparedness in early response based on RELPA-ELMT program experiences. The history of contigency planning in the region is explored, the existing challenges and limitations of contigency planning are presented, followed by a new conceptual approach to contigency planning and early responses developed through the RELPA program. The Dollow Contingency Planning process and response activities supported by ELMT partners CARE Somalia and VSF Suisse is provided as a case study. Lessons learnt and policy recommendations are provided in addition, to improve the contingency planning process and early response activities in pastoral areas.
