Shelter assistance, along with other humanitarian sectors, has globally been broken down into the following three distinct response phases: emergency, recovery and durable solutions. In reality, these phases usually overlap and it is essential that response is planned and implemented as a continuous, uninterrupted effort. This document describes in detail these three phases.
