This Briefing Paper summarises the results of a year-long study on needs assessment and decision-making in the humanitarian sector. The study is informed by an overarching concern with the application of principles of impartiality and universality. It explores how responses by the international humanitarian system can be judged to be proportionate and appropriate to the needs of those affected by disaster and conflict, both within a given context and globally.
