Haiti; context analysis and programming options for remaining Camps at 3+ years; Red Cross Red Crescent Task Force
Context Analysis study performed by the Red Cross Red Crescent about the Camp situation in Haiti, to inform the RCRC direction to work in Camps 3+ years after the earthquake.
The study counted with participation of multiple agencies and representatives of the GoH through interviews and a workshop organized in May 2013 in PaP. Study took into account not only the information accessible about the camps, but also linking it to the information available on surrounding neighborhoods (camps located in Metropolitan PaP are in most situations located in the city and not isolated, so services in the neighborhoods are actually to be taken into account when analyzing Camp situation).
Different approaches undertaken by Humanitarian actors to support camp population and neighborhood upgrade were also analyzed; The purpose was also to explore approaches that would imply longer term solutions and enhanced sustainability for people living in camps and expand the current programming (very focused on Rental subsidies), by doing a basic cost benefit analysis of the different proposed programming options; from the ones already implemented and tested by different actors such as return and relocation, camp autonomization or retrofit for rental, to options as camp formalization, sites and services or social housing. At this point the Red Cross has been one of the biggest actors in return and relocation, and Camp Autonomization and is looking into partnering with other organizations to move forward on some of the other options identified such as Retrofit for Rental, Camp Formalization, and possibly Sites and Services within the framework of its camps and integrated neighborhood approach programming.
